Build a 5-tier retargeting sequence.

Tier 1: Hot — Cart abandoners or 90% video viewers
  - Message angle, ad copy, CTA, frequency cap
Tier 2: Warm — Page visitors (last 14 days) who did not act
Tier 3: Mid — Engagers (likes, comments, follows) last 30 days
Tier 4: Cold — Past customers for cross-sell or repurchase
Tier 5: Lapsed — Buyers who have not returned in 90+ days

For each tier:
- 3 ad variations (different angle)
- Frequency cap
- Budget split %
- Exclusion logic (do not show to other tiers)
